A contract is an agreement between two parties that creates an obligation to perform (or not perform) a particular duty. 

administrative contract is a contract where one of the parties is Administration or a person acts behalf on the state so the purpose of this contract is the realization of the public interest.

The People's National Assembly abbreviated PNA, is the lower chamber of the Algerian Parliament. It is composed of 407 members directly elected by the population. Of the 407 seats, 8 are reserved for Algerians living abroad
The People's National Assembly is an institution of the Republic and, together with the Council of the Nation, forms one of the chambers of the Parliament. As such, it votes the law, monitors government action and evaluates public policies. Its powers are determined by the Constitution.
The Council of the Nation is the upper chamber of the Algerian Parliament. It is composed of 144 members, 2/3 of which are elected indirectly and 1/3 of which are appointed by the president of Algeria.

اختصار  PNAالمجلس الشعبي الوطني هو الغرفة السفلى في البرلمان الجزائري. وتتكون من 407 أعضاء يتم انتخابهم مباشرة من قبل السكان. ومن بين 407  8مقاعد منها محجوزة للجزائريين المقيمين بالخارج 

المجلس الشعبي الوطني هو مؤسسة من مؤسسات الجمهورية، ويشكل مع مجلس الأمة أحد غرف البرلمان. وعلى هذا النحو، فهي تصوت على القانون وتراقب عمل الحكومة وتقيم السياسات العامة. ويحدد الدستور صلاحياتها.
مجلس الأمة هو الغرفة العليا في البرلمان الجزائري. ويتكون من 174 عضوا، ثلثاهم منتخبون بطريقة غير مباشرة وثلثهم يعينهم رئيس الجزائر
